Free Issues/Programs List template
Facts checked against their sources on November 2, 2026.
Use this template for your station’s Quarterly Issues/Programs List. It has the parts the FCC’s rule asks for: a brief narrative of each issue, and the time, date, duration and title of each program that treated it (47 CFR 73.3526(e)(12)). Fill it in below and use your browser’s Print command to print it or save it as a PDF, or download the printable version.

Tips for filling it in
- List the issues your programming treated most significantly. Pillsbury notes the FCC has indicated about five to ten issues per quarter is likely to be enough, though fewer or more may fit a station.
- Under each issue, list the programs that addressed it, with date, time, duration and title. Show programming in all three months.
- Don’t list an issue that no program addressed.
- Save the file with the quarter and year in the name, and upload it to the Issues and Programs Lists folder of your Online Public Inspection File by the due date.
Example (made-up station WXYZ-FM, Anytown):
Issue 1: Road safety on Highway 12. A series of crashes at the Highway 12 and Main Street intersection led residents to call for a traffic signal. Listeners raised it in calls to the station and it came up at two city council meetings. The station’s programming covered the crash data the police department released, the council’s decision and how residents could comment.
- Anytown This Week (public affairs program), Sunday, July 12, 2026, 6:00 AM, 30 minutes: interview with the city traffic engineer about the proposed signal.
- Morning news, Tuesday, August 4, 2026, 7:30 AM, 3 minutes: report on the council vote.
- Public service announcement, aired 14 times September 1–30, 2026, 30 seconds each: how to comment on the state road plan.
